Highly turbulent wind flow results in larger gust factors.
The data for extreme wind velocity in gusts, is normally measured over a period of 3 seconds, peak wind for three seconds. For brief intervals the maximum velocity of wind may be higher. Although the mean wind velocity may be relatively low, the maximum wind speed seen in a gust will be considerably higher.
